EPA & California Air Resources Board updated CAFE standards

This year, the US Environmental Protection Agency (EPA) and the California Air Resources Board updated new CAFE (corporate average fuel economy) standards to mandate that cars and light trucks sold in the US must average 35.5 mpg by 2016. It is known that the real-world averages run about 30 percent lower, and the expectation is the average will be about 25 mpg.  This is due to the variety of test methods used.  It literally would take an act of Congress to develop consistent calculations.  For more information on fuel economy see the EPA http://www.epa.gov/fueleconomy/420f04053.htm and NHTSA http://www.nhtsa.gov/cars/rules/cafe/overview.htm websites.
